As Spain scrambled to cope, far-right voices seized on the images.<\/p>\n<p class=\"dcr-1s160rg\">In the US, the vice-president, JD Vance, and the state department <a href=\"https:\/\/x.com\/StateDept\/status\/2083197495119626476\" data-link-name=\"in body link\">blamed<\/a> the influx on the Socialist-led government of Spain, while Trump warned that electing Democrats would make what happened in Spain \u201clook small-time\u201d. At no point did any of them mention Morocco or the potential role it might have played.<\/p>\n<p class=\"dcr-1s160rg\">Trump and his administration have long been open about the deep antipathy they feel for Pedro S\u00e1nchez, the Spanish prime minister, whose <a href=\"https:\/\/www.theguardian.com\/world\/2026\/mar\/02\/spain-denies-united-states-permission-military-bases-iran-pedro-sanchez\" data-link-name=\"in body link\">refusal<\/a> to allow the US to use its airbases during the Iran war, <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jun\/19\/spain-rejects-nato-plan-for-member-states-to-spend-5-of-gdp-on-defence\" data-link-name=\"in body link\">rejection<\/a> of the 5% defence spending target and <a href=\"https:\/\/www.theguardian.com\/world\/2025\/sep\/08\/spanish-pm-pedro-sanchez-israel-exterminating-defenceless-people-gaza\" data-link-name=\"in body link\">vociferous criticism<\/a> of Israel\u2019s actions in Gaza have arguably made Spain the administration\u2019s least favourite EU country.<\/p>\n<p class=\"dcr-1s160rg\">The American response seemed to be a triumph for Rabat, whose relationship with the US president traces back to his first term, <a href=\"https:\/\/apnews.com\/article\/donald-trump-africa-israel-north-africa-morocco-4279242f6f688d242bad5c7a64e29caf\" data-link-name=\"in body link\">when Morocco agreed<\/a> to normalise ties with Israel in exchange for Trump\u2019s recognition of its sovereignty claim over the disputed territory of <a href=\"https:\/\/www.theguardian.com\/world\/western-sahara\" data-link-name=\"in body link\">Western Sahara<\/a>.<\/p>\n<p class=\"dcr-1s160rg\">Since then, Morocco\u2019s all-powerful monarch had doubled down on outreach efforts, said Fabiani. \u201cThe Moroccans have really made extra efforts to cultivate every single major decision-maker within the administration, including the president himself, to make sure that this administration will support, until the end, the Moroccan autonomy plan for Western Sahara.\u201d<\/p>\n<p class=\"dcr-1s160rg\">A hint that the relationship could help Morocco lay claim to more than Western Sahara came in a recent US congressional report <a href=\"https:\/\/www.congress.gov\/committee-report\/119th-congress\/house-report\/631\/1\" data-link-name=\"in body link\">that appeared<\/a> to be sympathetic to Morocco\u2019s refusal to recognise Ceuta as Spanish territory, describing it as \u201cSpanish-administered\u201d rather than a part of Spain, as it has been since 1580.<\/p>\n<p class=\"dcr-1s160rg\">Days after the influx, interest in Ceuta remained heightened among those close to both Trump and the Israeli government, said Haizam Amirah-Fern\u00e1ndez, the director of the Madrid-based Centre for Contemporary Arab Studies. \u201cThey haven\u2019t stopped talking about Ceuta for several days in a row, which is quite striking.\u201d<\/p>\n<figure id=\"9380317e-3654-4a7a-9023-0ea849fb8636\" data-spacefinder-role=\"inline\" use \u201chybrid tactics to achieve political objectives\u201d, said Amirah-Fern\u00e1ndez, drawing a parallel with May 2021 when Rabat loosened border controls to <a href=\"https:\/\/www.theguardian.com\/world\/2021\/may\/17\/record-1000-migrants-reach-spains-north-african-enclave-ceuta-in-a-day\" data-link-name=\"in body link\">allow more than 8,000 people<\/a> to cross into Ceuta in a show of anger over Madrid\u2019s decision to allow a Western Sahara pro-independence leader to travel to Spain to be treated for Covid-19.<\/p>\n<p class=\"dcr-1s160rg\">This time around, as nearly 10 times more people crossed into Ceuta, it set off a bout of <a href=\"https:\/\/www.theguardian.com\/world\/2026\/aug\/01\/spain-pedro-sanchez-calls-for-eu-meeting-ceuta-border-crossing\" data-link-name=\"in body link\">finger-pointing<\/a> across the EU rather than any kind of concerted effort to push back using the bloc\u2019s status as Morocco\u2019s largest trading partner and largest foreign investor. \u201cThe reaction of several governments in the EU was, in the end, what the White House was looking for \u2013 the erosion of solidarity between European partners,\u201d said Amirah-Fern\u00e1ndez.<\/p>\n<p class=\"dcr-1s160rg\">Senior officials in Morocco have <a href=\"https:\/\/www.theguardian.com\/world\/2026\/aug\/05\/hundreds-in-morocco-gather-near-ceuta-border-in-anxious-wait-for-missing-loved-ones\" data-link-name=\"in body link\">pushed relations between Morocco and the US were in their \u201cgolden era\u201d. Even so, the country\u2019s approach to the Trump administration remained pragmatic, said Said Saddiki, a senior fellow at the institute.<\/p>\n<p class=\"dcr-1s160rg\">\u201cMoroccan policymakers are well aware of President Trump\u2019s transactional style and have sought to preserve Morocco\u2019s strategic autonomy,\u201d Saddiki said in an email, citing efforts to maintain partnerships with the EU, China and the Gulf states, among others.<\/p>\n<p class=\"dcr-1s160rg\">\u201cThe relationship with the Trump administration has strengthened Morocco\u2019s international position, but so far it has not come at the expense of its relations with Spain or the European Union.\u201d<\/p>\n<p class=\"dcr-1s160rg\">For Fabiani, the events in Ceuta served to underscore the perils of Europe\u2019s reliance on north African states to control migration flows. \u201cThis has made Europe entirely vulnerable and dependent on the goodwill of a country like Morocco,\u201d he said. \u201cMorocco is a partner, but at the same time it has its own interests.
